After doing some testing with the jutsu - I have an issue with it. The damage it does, nor the knockback range it has warrants a 30 second cool down. Perhaps there is another jutsu down the line that synergizes with this down the line, but something should be adjusted. Either a reduction to the cooldown to be more in line with the knockback range, or a knockback increase to justify the 30s cooldown. Even being able to cast this while moving, it has a long cast time and the hitbox of it can be janky at times as well. So, even while kiting back/through a dropped pool - you can miss it on mobs you're grinding. Even worse on players. The base bullet jutsu out dps' this jutsu in the long run - and I'd take the lack of knockback because as it stands - it doesn't matter.
